I want surge protection for a 120 volt small mini split heat pump. Will an ICM517 work on a 120-volt disconnect? Say I attach both black leads to one load terminal and the white lead to the other load terminal? Will that work, or do I need a different surge protector?

It will absolutely work for 120v. The manufacturer says to tie the two leads together to one load terminal for black. So you would be correct.
