Where do I connect this ball valve? Between the line set and indoor unit or between the line set and outdoor unit?

Answer
The ball valve is typically installed between the line sets and outdoor unit of a multi-zone system to allow you to isolate and service a single zone without needing to shut down the entire system.

So there is not much need for two of these valves for a simple single system with one outdoor unit and one indoor unit with 25' refrigerant lines. Right?

Answer
No, the main purpose of these are to make individual circuits serviceable in a multi-zone application.

When is this part used for? Is it needed for new installations?
Larry
from Ohio

Answer
Ball valves can be used to isolate individual indoor units from the remainder of the refrigerant circuit. This can be useful if a single unit needs to be serviced or removed from the system. They are not required for installation, but also can not be added after installation unless the system is purged of refrigerant. Keep in mind you will need a ball valve for each the liquid and suction lines to isolate the circuit.
